You're not obligated to go to meetings and there is no cost. In return, you have access to an amazing amount of information that never comes near the press. All the ITU meetings are open to civil society. I was in the room when ITU Secretary-General Touré reminded the Internet Society they can and should bring up to 100 members of civil society. All documents are open via the U.S. government ITAC.
The IETF has official liaisons. I've been to several ITU events since 2012 and had plenty of opportunity to play a role. Because I knew my subject, I probably was treated with more respect than many of the politician-diplomats.
There's a total myth that ITU is closed and inaccessible. U.S. Ambassador Phil Verveer told me that the ITU was among the most open of international groups and a model for others. I've seen that's true. The Cold War resurfaced in 2012 as the BRICs (Brazil, Russia, India, China, South Africa) tried to have a stronger voice in in how the Internet is run. The powers that be - the U.S. and allies - fought very hard against any change. Like all wars, truth was the first casualty.
They have a very wide selection of meetings webcast. Many are set up for remote participation. Mailing lists are open - the U.S. State Department or the Internet Society can subscribe you to anything you're interested in.

FG IMT-2020
ITU has established a new Focus Group to identify the network standardization requirements for the '5G' development of International Mobile Telecommunications (IMT) for 2020 and beyond. The network studies are hosted by ITU’s Standardization Sector (ITU-T), benefiting from the strength of ITU-T standardization in wireline communications.
"IMT-2020" systems will enable wireless communication to match the speed and reliability achieved by fibre-optic infrastructure. The potential application fields of IMT-2020 systems, in addition to voice and video, span from healthcare to industrial automation, virtual reality, automated driving, and robotic systems controlled with an imperceptible time-lag. One-millisecond end-to-end latency is necessary for technical systems to replicate natural human interaction with our environment, a goal that experts say should be within reach of future networks.
IMT-2020 research and development is underway in a wide range of industry and public-sector bodies. The Focus Group’s scope of activity is concentrated in identifying the standardization needs of the wireline elements of 5G networks, building on an analysis of other entities’ IMT-2020 studies. ITU-T standardization activity based on the findings of the Focus Group will prioritize the alignment of its IMT-2020 deliverables with those of ITU-R, ensuring that standardization work on the network aspects of IMT-2020 supports the further evolution of IMT.
Participation and timeline
The new Focus Group, which is open to participation by any interested party, provides the launching point for ITU-T’s contribution to IMT-2020 standardization. The group is following an intensive work plan (see list of meetings on the right hand side of the webpage) to complete its study prior to the December 2015 meeting of ITU’s standardization expert group responsible for future networks, cloud computing and network aspects of mobile communications, ITU-T Study Group 13.
